Nope, because Ethiopia(as many other countries) is run by western puppets who can do as they like as long as they don't offend who's paying their checks. The country is not run by the populace.

At the same time Ethiopia and Somalia have always been at odds and never really had any truly peaceful coexistence, so this adversarial relationship is being exploited again via proxy.

Yes Somalia is more structured within itself with the islamist(being that the whole country is one religion, though many sects) in control, but the region is very sensitive to any muslim control that not favorable to the US and it's allys.

Yeah, if they had no chance of getting to power and they helped them, yes. But that was not the case. They supported the dictator after he was already in power.
