boundaries

what is d boundaries to a song being called one genre of music. How far can an artist go before his music is no longer soca, and it is now classified as reggea. A lot of songs these days are on the edge of being a different genre of music altogether or have to be classified as something else. So what elements are used to classify music, for example, differentiating a ragga soca, from reggea. Are we just going on the artist say so that this is the type of music he is singing.
