I don't essentially mean celibacy, but the guy's intention of being in a relationship doesn't consist of having sex. He just wants companionship and affection. Sex is not always on his mind. Meaning, most times he only wants to hug, cuddle, kiss, and hold hands, but he doesn't care for intercourse.

Do you find that odd?
