Aside from my already mentioned favourite....I'll say Barranquilla on the Carribbean coast of Colombia. Will be checking that out either next year or 2011.
Why? It's the 2nd largest one in South America after Brazil's. Street mas goes for 4 days and nights, and it's not too overrun by tourists making less expensive than it's more famous neighbour.
