Am a lil confused. Lemme see...She wants his last name but he will not be present to sign??...if this is case

She can come and have the baby, tell the hospital the fathers name but the baby will have her last name (providing they not married)
Until he signs, the baby will not bear his last name. Later on when he signs she can change it.
